Transition of Peel Services

Bill 240, Peel Transition Implementation Act, 2024

The Ontario government introduced the Bill 240, Peel Transition Implementation Act, 2024 which will transfer the delivery of some Public Works services from Peel Region to Brampton, Caledon, and Mississauga. 

The Ontario’s Provincial Land and Development Facilitator (PLDF) advisory agency will work with the municipalities to facilitate the process for service transfers. 

Caledon staff continue to work with Peel Region and with the Cities of Brampton and Mississauga to prepare for this. Staff are also actively participating in workgroups to ensure a smooth transition of programs and services for the residents of Caledon. 

Transition Timeline  

  • 2023: Provincial government passed the Hazel McCallion Act which directed the disillusion of all services delivered by Peel Region to the municipalities of Brampton, Caledon and Mississauga. 
  • 2024: The province updated the legislation to limit the transfer to public works services, including water and wastewater, waste collection, roads and transportation and planning services. 
  • 2024: Planning services downloaded to the lower tier municipalities.  
  • 2026: Work continues for the download and implementation of transportation/roads and waste collection services. Caledon staff continue to participate in various working groups to ensure a smooth transition of programs and services for the residents of Caledon. 
  • 2027: Transportation/roads and waste collection services to be transferred to the lower tier municipalities.  
    • Transportation/Roads transfer to Caledon - July 1, 2027 
    • Waste collection  transfer to Caledon – October 1, 2027  
  • 2028: Peel Art Gallery Museum and Archives (PAMA) will transfer on or before January 1, 2028 to the City of Brampton. 
  • 2029: Transition of water and wastewater services to a public service corporation was directed by Bill 60 with an original date of January 1, 2029 is expected to be achieved. No dates have been finalized yet.

 Which services are being transferred to Caledon?
Caledon is preparing to take on roads (transportation) and waste collection. Planning services have already been transferred.

Maintaining reliable, uninterrupted service is our top priority. The Town is working closely with regional and municipal partners to ensure a smooth transition.
 Why is this change happening?

The Province introduced legislation to restructure how services are delivered across Peel Region, shifting responsibility to local municipalities. 

As communities are growing, the need to make decisions that meet the needs of our community is critical and allowing local municipalities to make those decisions will position them to adapt. 

 What does this mean for residents?
For now, it means continuity, the same services you rely on will continue as planning and transition work progresses behind the scenes.
 What is the Town of Caledon doing to prepare?
Town staff are working with the Province, Peel Region, and neighbouring municipalities to plan a smooth transition, review impacts, and ensure ongoing timely and effective service delivery.
 Will decisions about how services are delivered change?
Details about future service delivery are still being worked through. Updates will be shared with Council and communicated to residents effectively.
