Council Highlights - September 24, 2024

September 25, 2024 (CALEDON, ON) - The following are highlights from the Council Meeting on Tuesday, September 24, 2024.  

Mayor and Council call on Province to strengthen municipal enforcement for Illegal Trucking  
Mayor Annette Groves issued a letter to Caledon MPP and Deputy Premier Sylvia Jones for provincial support to address illegal trucking operations in Caledon. Having exhausted every enforcement power available to the Town, the Mayor has requested with the support of Council that the province: 

  • Increase maximum penalty amounts for individuals ($50,000) and corporations ($100,000 + $50,000 for each day continued) 

  • Enable physically barring entry to properties 

  • Grant municipalities the ability to include all charges, fines, orders, notices, prohibitions, injunctions, court-imposed fines on the title of a property 

Council is also considering the municipality’s ability to block and barricade illegal trucks within Caledon. Staff are conducting a review to further explore the Town’s options and will report back to Council at the earliest available opportunity. 

Caledon marks four milestone achievements in service excellence and community development 
Mayor, Council and staff gathered in Town Hall before the Council meeting to celebrate and acknowledge four recent milestones for the municipality. These milestones reflect Caledon’s continuous improvement to service delivery and commitment towards the best of rural and urban life for everyone. 

  • Caledon added to Ontario Build Code – Caledon is being recognized in the Ontario Building Code’s Climatic Design Data Table, resulting in access to more accurate and reliable data for municipal staff and partners in the design process for buildings. 

2023 Audited Financial Statements 
The annual audit of the Town’s financial statements for the year ended December 31, 2023 is complete and approved by Council. The 2023 Consolidated Statement of Financial Position demonstrates a continued strong position, as the Town is in a net financial asset position of $686.4 million, up from $632.3 million in 2022. 

2023 Annual Assumed Subdivision Status Report 
In a typical year, the Development Engineering Inspection’s group oversees approximately 60 active subdivision and development related infrastructure projects. Once a development project is complete, the municipal infrastructure is assumed by the Town and it becomes responsible for the life-cycle cost of the infrastructure including operating, maintaining and renewal. In 2023, two subdivisions were deemed complete and assumed by the Town

Administrative Monetary Penalties Systems (AMPS) 
At a General Committee Workshop on September 11, 2024, staff provided a presentation on AMPS, which are simple, fair, cost-effective and efficient processes for enforcing by-laws and Highway Traffic Act (HTA) infractions outside of the traditional court process. The workshop provided an overview of what they are, the benefits of the potential system in Caledon and the process to implement the program which would shift how parking, bylaw and camera related infractions are managed in Caledon. A by-law and program outline will be brought forward at the October 8, 2024 General Committee Meeting for consideration. 

Correspondence Policy Review and Replacement 
On Monday, September 16, Council received a presentation from staff regarding the Town’s Correspondence Policy, after opportunities for improvement were identified in May 2024. The recommended updates aim to improve correspondence procedure awareness and availability to the public, the specificity of definitions laid out in the procedure by-law and monthly published information packages.
