Public Notice: Patterson/Duffy’s Lane Bridge Environmental Assessment
The Town of Caledon has initiated a Municipal Class Environmental Assessment (Class EA) to look into structural improvements to existing bridge structures located on Patterson Side Road and Duffy's Lane.
The purpose of this study is to identify a recommended design for these structures that addresses the service life of the existing structures, the increase wear and tear associated with population growth while enhancing road safety, and improving traffic operations.
In developing a recommended design, the study will consider a range of options for the bridge and road including but not limited to:
- Bridge rehabilitations or replacements
- Road alignment improvements
- Active transportation (pedestrian and cyclist) amenities
- Drainage improvements
Within the study limits, there are two (2) existing bridge structures located on Patterson Side Road and one (1) bridge structures located on Duffy's Lane.
The study is being completed as a Schedule “B” project in accordance with the Municipal Class Environmental Assessment (October 2000, amended in 2007, 2011 & 2015).

Project Status
A Project File Report (PFR) has been prepared to document the planning and decision-making process for this study, however; the Town of Caledon has placed this project on hold until further notice.
The Town will provide a notice of study completion once this Environmental Assessment recommences. The 30-day commenting period will commence once the project recommences. The Project File Report (PFR) and supporting documents will be available during the commenting period.
In addition, a request may be made to the Ministry of Environment, Conservation and Parks for an order requiring a higher level of study, or that conditions may be imposed, only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Request on other grounds will not be considered. Requests should include the requesters contact information and full name for the ministry.
Requests should specify what kind of order is being requested, how an order may prevent, mitigate or remedy those potential adverse impacts, and any information in support of the statements in the request. The request should be sent in writing or by email to the project contacts noted above and the following:

Information will be collected in accordance with the Freedom of Information and Protection of Privacy Act. As this information is collected for the purpose of a public record, the protection of personal information provided in the Freedom of Information and Protection of Privacy Act (FIPPA) does not apply (s.37). Personal information you submit will become part of a public record that is available to the general public unless you request that your personal information remain confidential. With the exception of personal information, all comments will become part of the public record. Background
The Study
As part of the Town of Caledon’s Asset Management Strategy, improvements are being considered for bridges and culverts. This is due to the wear and tear on existing infrastructure and to plan for future increased traffic use. The Town has initiated a Schedule ‘B’ Municipal Class Environmental Assessment (Class EA) to consider options for improvements to the following bridges.
Patterson Side Road Bridge (1)
For improvements to the existing 2 lane, T-beam reinforced cast-in-place structure constructed in 1950 and located approximately 0.1 km West of Duffy’s Lane over the Humber River.
Patterson Side Road Bridge (2)
For improvements to the existing 2 lane, rigid frame, vertical leg reinforced cast-in-place structure constructed in 1950 and located approximately 0.03 km East of Duffy’s Lane over the Humber River.
Duffy’s Lane Bridge
For feasibility investigation to determine future management of the existing structure. The bridge is located approximately 0.03 km South of Patterson Side Road over the Humber River.

The Process:
The project is being planned under the Municipal Class EA process (October 2000, as amended in 2007, 2011 & 2015) (Class EA) which is an approved process under the Ontario Environmental Assessment Act. The Study will evaluate Alternative Solutions and design alternatives with consideration of the natural, cultural, technical, and financial environments and recommend a Preferred Solution in consultation with the public.
