Caledon completes Growth Management and Phasing Plan
CALEDON, ON (November 25, 2024) – At the last Planning and Development Committee Meeting, Town staff and its multi-disciplinary consulting team presented the final Growth Management & Phasing Plan (GMPP). Launched in 2021, the GMPP is a forward-thinking initiative designed to provide clear guidance on where, when and how Caledon should grow through the 2051 New Urban Area.
“Completing this plan is a testament to the commitment of Town and Council towards smart growth and long-term sustainability,” commented Mayor Annette Groves. “It positions Caledon as a model for towns across the region, demonstrating that growth and preservation can go hand-in-hand.”
Outlining a “Made in Caledon” solution, the GMPP is comprised of a variety of criteria impacting the community’s growth, including land use, the transportation and road network, and water/wastewater infrastructure. A financial impact assessment was also conducted as part of the plan.

Caledon is projected to grow significantly over the next 30 years, with a population reaching 300,000 and 125,000 jobs by 2051. To manage growth effectively, the GMPP offers a strategic, phased approach to development that integrates with existing communities.
“This plan is a significant step forward in our continued progress towards sustainable growth,” said Eric Lucic, Commissioner of Planning and Development. “It provides a framework for future planning efforts, ensuring that growth is both strategic and consistent with Caledon’s values.”
Planning and Development Committee motioned for staff to bring forward an amendment to the Future Caledon, Official Plan in 2025 to implement the GMPP. The GMPP was a collaborative effort with Council, staff and a consulting team of industry experts from Watson and Associates, GEI Consultants and HDR Engineering.
