Council Highlights - June 25, 2024

June 26, 2024 (CALEDON, ON) - The following are highlights from the Council Meeting on Tuesday, June 25, 2024. Council received and voted on a variety of key initiatives to support Caledon’s commitment to creating complete, sustainable communities with a connected transportation network and improved quality of life. 

Council approves 11 of 12 rezoning applications 
In a proactive step to address the housing crisis and Caledon’s future growth, Council approved rezoning 11 of 12 development applications to provide nearly 35,000 housing units in Caledon as it prepares to grow to 300,000 residents by 2051. Rezoning of the lot municipally known as 12522 and 12580 Torbram Road was referred back to staff for further consideration and will return to Council on Tuesday, July 23, 2024. This move follows a series of four community information sessions across Caledon to provide detailed information about the development applications and to listen to and answer questions from the public. 

Caledon Multi-Modal Transportation Master Plan 2024 
Council approved adoption of the Multi-modal Transportation Master Plan (MMTMP), the Town's blueprint to proactively support the community’s growth and increasing demand for transportation through to 2051. The MMTMP includes over 100 proactive actions, resulting from roughly three years of analysis, public consultation, meetings and work with all levels of government. The plan outlines a framework, policies and direction for developing a transportation network that supports sustainable communities, with complete streets and connections to regional and provincial transportation networks.  

Traffic By-Law Update 2024 
Council approved the new Traffic By-law to help the municipality address current mobility needs and improve road safety. With the approval of this by-law, the municipality can better address Caledon’s evolving traffic needs for a multi-modal urban environment, including accommodations for active transportation, new mobility equipment (e.g. e-bikes, e-scooters, skateboards, etc.), updates to speed limits and enhanced language to describe parking infractions. Enforcement of the new by-law will begin in the coming months once the fines have been set and are available in the ticketing system. 

Town of Caledon Renews the Collective Agreement with CUPE Local 966-07 
At a Special Town Council Meeting on June 11, Caledon Council unanimously approved the four-year collective agreement with the Canadian Union of Public Employees (CUPE) Local 96607, the union representing the Town’s more than 100 outside workers. This agreement averted any disruption in service and underscores the Town’s commitment to providing the highest level of service to residents while retaining and attracting the best quality staff. 

Events Framework 
Council approved the 2024 Events Framework, to support strategic decision-making and long-term planning for municipal events. The Town’s events portfolio has been rapidly growing in relation with the growth of the community and the framework outlines nine recommendations to help ensure the continued success of municipal events within the community. The framework was informed by a variety of collaboration methods with key stakeholders throughout different phases of the project. Additional tools are also being created and will be live later this year, including a master calendar of events, an in-kind and financial support tracking system, a vendor and performer database and more.  

Illegal Land Use Task Force 
In recent years, the Town has seen an increasing rise in the illegal parking and storage of tractor-trailers and other commercials vehicles, particularly in the south. With Council’s support, staff will move ahead with recruiting volunteer community members to the Illegal Land Use Task Force to help address the issue. Following the recruitment process, Council will appoint the members in September 2024 and the task force will report back during the first quarter of 2025. Annual Stormwater Report for 2023 
At the General Council Meeting on June 4, Council received the Annual Stormwater Report for 2023. The Town’s stormwater system consists of nearly 250 km of storm sewers, nearly 1000 km of ditches, 5000 culverts and 126 stormwater management facilities. The system manages runoff to minimize the risk of flooding and erosion to protect people and properties, as well as the natural environment before it drains to streams and rivers. The 2023 Report highlights operations, maintenance, complaints, alterations, spills and actions taken to improve performance.   

Age-Friendly Advisory Committee Meeting Schedule 
Council approved adding dates for the Age-Friendly Advisory Committee (AFAC) to the 2024 Council and Committee Meeting Schedule, on the last Wednesday of the month at 10 a.m. on a bimonthly basis. The AFAC acts as a steering committee for the Town of Caledon's Age-Friendly Action Plan. Members advocate on behalf of older residents to ensure that residents are able to age well and with appropriate housing, programs and services in place.  

Corporate Asset Management Plan 
At the General Committee Meeting on June 4, Council received the 2024 Town of Caledon Corporate Asset Management Plan. The presentation provided an overview of the Plan related to the financial value of all Town infrastructure (Assets), current State of Good Repair (SOGR) and current Levels of Service Assets provide. Included was information on Asset Life Cycle and asset management maturity, risks, forecasted challenges and budget opportunities to maintain current Levels of Service from Town Assets. The Council approved 2024 Asset Management Plan will be posted on the Town's website. 

Council approved and adopted the Active Transportation Master Plan  
Council adopted the Town’s Active Transportation Master Plan (ATMP), a long term framework to guide the planning, design and implementation of walking, cycling and trail facilities. A product of two years of consultation with the public, Caledon Active Transportation Task Force members, stakeholders and all levels of government, the ATMP includes recommendations for over 400 km of new active transportation facilities and more than 40 new policy and programming initiatives. As a Bicycle Friendly Community, the ATMP will help make Caledon a leader in active transportation by helping ensure that cycling and walking are convenient, comfortable and sustainable modes of transportation for all ages, abilities and trip purposes. The ATMP also supports the connection of all villages and urban centres through a balanced network of on-road, on-boulevard and off-road safe facilities. 
 
Urban Tree Bylaw Feasibility Report 
Following the Planning and Development Committee on June 18, Council directed staff to develop an Urban Tree Protection Bylaw to regulate the injuring and destruction of trees on private property and report back to Council with a recommended by-law.
