Council Highlights - October 2024
CALEDON, ON (October 25, 2024) - The following are highlights from the Special Council Meeting on Monday, October 7 and the Council Meeting on Tuesday, October 22, 2024.
Council adopts Supplementary Aggregate Policy Study Recommendation
At the Special Council Meeting on October 7, Council adopted the Supplementary Aggregate Policy Study Recommendation Report, following extensive public consultations over the last two years with the help of consultant Nethery Planning. A significant milestone in Caledon’s long-term planning and sustainable mineral aggregate (pits and quarries) resource management efforts, the complete study will update Caledon’s Future Caledon Official Plan to guide aggregates resource extraction, with environmental stewardship, infrastructure development and community well-being as key principles.
November Budget Meeting scheduled for November 25
Council approved the recommendation from staff to reschedule the Proposed 2025 Budget Meeting from November 5 to November 25, 2024, to help ensure the Town’s readiness to make informed decisions on the 2025 Budget. The first budget meeting in November serves as a primer to identify the needs and pressures the Town faces in the coming fiscal year. The November rescheduling will not delay the budget schedule in December, only maximize the preparation time in between Committee meetings concerning the budget.
Cricket field plans for Johnston Sports Park
At General Committee on October 8, Committee received options to build a full-sized cricket field within Johnston Sports Park and a neighbourhood-sized cricket field in Inglewood on Town-owned land adjacent to Inglewood Park. On October 22, Council endorsed moving forward with the plans for Johnston Sports Park and directed staff to bring forward a proposal for a full-sized cricket field in the 2025 Capital Budget submission for further consideration. Council referred the sports field in Inglewood back to staff with direction to present a parks and recreation strategy, including a plan for facilities and amenities.
Council appoints members of the Illegal Land Use Task Force
In June 2024 Council ratified the formation of an Illegal Land Use Task Force (ILUTF) to galvanize efforts to address illegal land use in Caledon. After a successful recruitment campaign this summer, Council appointed eight community representatives to sit on the ILUTF for the remainder of the 2022-2026 Term of Council. Through collaborative efforts with municipal staff, subject matter experts and community stakeholders, the ILUTF will prioritize community well-being, methods to enhance enforcement strategies and advocate for policy changes to protect public health safety and environmental well-being. Reserves and Reserve Funds Workshop
At the General Committee Meeting on October 2, Robert Cummings, Commissioner of Finance and Chief Financial Officer held a workshop presentation on Reserves and Reserve Funds. Robert provided an introduction of what reserves are, their benefit to municipalities and the types of uses of reserve funds. Robert commented on the impact of reserves and development and discussed how funds are attained and spent.
Council approves Administrative Monetary Penalty System (AMPS) for 2025
Caledon will be moving forward with the implementation of an AMPS in 2025. As described in the workshop presentation early this fall, AMPS offer a service oriented and cost-effective alternative to the traditional court-based dispute process for parking, bylaw infractions and camera-related road offences and alleviates capacity on the court-system to ensure capacity for more significant matters. Work to implement the system will start immediately and continue into 2025. Revenue from the system will be reinvested into community safety programs to further promote compliance, road safety and overall community livability.
Proposed Growth Management Phasing Policy Update
A multi-disciplinary consulting team, including Watson and Associates, GEI Consultants and HDR Engineering, provided an update on the Caledon Growth Management Phasing Plan (GMPP) at Planning and Development Committee on October 15. Development of the GMPP started in fall 2022 to provide clear guidance on where, when and how to grow through the 2051 New Urban Area in Caledon. A final recommendation report on the proposed GMPP and Financial Impact Assessment is targeted for the November 19 Planning and Development Committee.
