Official Plan Amendment

The Official Plan Amendment (OPA) was approved by oral decision on February 1, 2021. See decision below for details.

 

The OPA proposes to amend Schedule “D” Caledon East Land Use Plan and Section 7.7 for the Caledon East Secondary Plan of the Town of Caledon Official Plan to permit the development of a residential plan of subdivision which includes a variety of housing types as well as lands for open space, park, stormwater management purposes. The proposed amendment to Schedule ‘D’ is to:

  • Re-designate a portion of the lands from Open Space Policy Area to Low Density Residential
  • Re-designate a portion of the lands from Low Density Residential to Medium Density Residential
  • Amend the locations of the Conceptual Neighbourhood Park and Parkette.

The proposed amendment to Section 7.7 is to create site specific policies to permit increased density in the Low Density Residential and Medium Density Residential designations and to permit an apartment building with a minimum height of 4 storeys and a maximum height of 6 storeys in the Medium Density Residential designation.

Draft Plan of Subdivision

The Draft Plan of Subdivision was approved subject to conditions by oral decision on February 1, 2021. See decision below for details.

The Draft Plan of Subdivision proposes to establish 545 single detached dwelling lots (including laneway singles), 65 townhouse units, a condominium block with 20 single detached dwellings, a high density block consisting of an apartment building of 4-6 storeys with approximately 30 units, a community park, a parkette, two stormwater management ponds, a pumping station block (for adaptive re-use of the existing historical farmhouse), various walkway and environmental blocks. Accesses are proposed opposite of Cranston Drive (most southerly access), opposite of the Caledon East school exit (just south of the Foodland plaza/Bell building) and a connection with the existing Mountcrest Road behind (to the east of) the Foodland plaza.

Zoning By-law Amendment

The Zoning By-law Amendment was approved by oral decision on February 1, 2021. See decision below for details.

The lands are currently zoned Agricultural (A1), Agricultural – Oak Ridges Moraine (A1-ORM), Environmental Policy Area 2 (EPA2) and Environmental Policy Area 2 – Oak Ridges Moraine (EPA2-ORM). The Zoning By-law Amendment proposes to rezone the lands to various zones to implement the draft plan with site specific use and zone standard permissions. There are also Holding (“H”) Symbols proposed to address matters such as appropriate sizing of walkway and pumping station blocks, and ensuring that all lots are located entirely within the approved Caledon East Settlement Boundary.
